Tonga became a space power without launching a rocket
In 1990, a tiny Pacific kingdom filed paperwork with a UN agency and quietly ended up controlling more satellite real estate than most industrial nations.
Geostationary orbit — the ring roughly 22,000 miles above the equator where a satellite can hover over one fixed point on Earth — has room for only so many satellites before their signals start to interfere with each other. The International Telecommunication Union, a UN body founded in the 19th century for telegraphs, ended up as the referee, handing out orbital "slots" to countries that filed for them.
In 1988, an American entrepreneur named Matt Nilson pitched Tonga's king on an idea: register for as many open slots as the ITU's filing rules allowed, before bigger, richer nations claimed them all. Tonga had no satellite industry, no space program, and, at the time, a phone system that struggled to connect its own islands. It also had a UN seat and the standing to file. Through the company Tongasat, Tonga requested slots that positioned it, by some counts, as the sixth-largest claimant of geostationary real estate on Earth — ahead of nations with actual space agencies.
Other countries protested loudly that Tonga had no intention of building satellites and was simply squatting on scarce orbital territory to lease it to operators who did. The ITU's rules, written for an era when filing and launching were assumed to happen close together, had no clean mechanism to stop it.
Scarcity doesn't always reward whoever needs a resource most. Sometimes it just rewards whoever reads the rulebook first.
